Sudetenland
Hitler had a strong desire for Sudentenland. He convinced Britain's Prime Minister Chamberlain to give him Sudetenland or accept the consequences of not fulfilling his demand. Chamberlain gave into Hitler's demands in order to avoid conflicts with Germany. The Czechs who occupied Sudetenland at the time did want agree with Hitler and his plans for self government for Sudetenland. The Czechs did not have the protective hands of Britain behind their backs. They had to deal with this issue on their own. They could either follow Hitlers order and give him their land in order to avoid conflict, or they could try revolting. The Germans were quite powerful at the time, and if the Sudanese went into war with the powerful country, victory would be too predictable for the Germans. The president of Sudetenland decided to avoid the conflict that would arise if he didn't fulfill Hitlers demand and eventually gave him the land.

I See
→Two men
→ One has a Nazi symbol on his coat.
→The other man is wearing a wedding dress.
→ They are both happy [they have smiles on their faces]
→caption that reads "Wonder how long the honeymoon will LAST"

It Means
→They are friends/ allies.
→This one is Hitler. You can tell by his signature mustache.
→This one is Joseph Stalin. He is very much like Hitler when it comes to totalitarianism.
→They are happy to be allies with one another.
→The caption shines a whole new light to this visual. It focuses on how Hitler and Stalin might seem like they are at a perfect position where both are content, but due to their desire for being at the top, one of them will deffinately take an action that will cause their partnership to end.

Summary - What is the artist inferring?
The author is inferring that Adolf Hitler and Joseph Stalin are hand in hand when it comes to attaining as much as they can for their nation. They both want to be at the top, but there cannot be two at the top, so one of them will probably fall under the greed for a certain territory or something of that sort which will cause them to attack the other in order to be the sole owner. The artist is inferring that the partnership between Hitler and Stalin is just temporary since both are incapable of sharing control.
